Fairfax County Criminal Justice Academy

As the Fairfax County Police Department outgrew the capabilities of its existing training academy, KCCT was engaged to reimagine the facility into a modern, secure, and flexible training environment designed to meet the evolving needs of both new recruits and active officers. Working closely with the County and law enforcement personnel, KCCT led a phased renovation strategy that prioritized maintaining operations throughout construction. However, when renovation costs were determined to exceed budgetary limits, KCCT simultaneously developed a comprehensive master plan and conceptual design for a new, state-of-the-art facility.

Design Approach

KCCT’s process began with a detailed needs assessment, using a custom-developed questionnaire to gather input from various user groups. An extensive existing conditions report followed, outlining deficiencies in infrastructure, code compliance, and building systems. This report also included LEED considerations and cost estimates, providing the County with a clear roadmap for current and future facility requirements.

The design emphasized flexibility, efficiency, and modernization. Proposed upgrades included audiovisual and systems enhancements, spatial reconfiguration, and interior finish improvements — all aimed at transforming the academy into a national model for innovative police training and recruitment.

Innovative Training Spaces

The conceptual plan introduced in-house venues for both soft- and hard-skill training, with immersive, theater-style environments designed for realistic scenario-based instruction. KCCT reimagined underutilized areas—such as converting the existing loading dock into an additional training space—to maximize square footage and adaptability. MEP systems and fixtures, many of which were outdated or non-compliant, were recommended for upgrade to align with LEED Silver standards and current building codes.

KCCT also supported the County through all stages of regulatory review, preparing and submitting documents to the appropriate agencies and addressing feedback throughout the process.
