
Department of State “Old State” Modernization
KCCT provided programming, design, and construction support services for the multidisciplinary modernization of the Old State portion of the Harry S Truman Building, which included the restoration of historic portions of the building to original conditions.

The modernization successfully resolved all major challenges encountered in the large-scale rehabilitation of a historic US diplomatic mission, including phasing of construction in an occupied building, systems replacement around ongoing operations, security upgrades, and reorganization of security zones and adjacencies.

Acting with delegated authority from the General Services Administration as the Historic Preservation Officer, KCCT tailored the design strategy to preserve the most architecturally and significant spaces of the landmark building. The preservation designed restored the original finishes and fixtures of the East Entrance lobby, the Art Deco-style elevator lobbies, a reception room, and high-ceiling executive offices, including the historic office of George C. Marshall. Contemporary secure measures were woven seamlessly into the building’s historic fabric.

The design team provided spaces with maximum flexibility while acknowledging the need for privacy, security, and adherence to protocol. KCCT’s design solution increased natural light in both private offices and support spaces, and organizational flexibility was provided through the development of a unique set of space standards that allows for future functional changes.
