Stephen leads design for a specialized portfolio of US government and diplomatic projects across a broad range of geopolitical and geographic contexts, with a focus on integrated design and fast-track design-build delivery. With a strong commitment to design excellence and contextual responsiveness, he shapes diplomatic campuses that balance architectural expression with constructability, performance, and security considerations.

Specializing in complex, long-horizon delivery of embassies and consulates, Stephen has overseen the design of 1.5 million square feet across seven large-scale new campuses to date. His leadership is grounded in a comprehensive understanding of the full lifecycle of OBO design-build delivery, including critical-path milestones, design reviews, certification and accreditation, delegated design, early site packages, and risk management.

Stephen has presented innovative strategies for successfully managing risk in diplomatic design delivery to industry and agency audiences, and selected for the inaugural Department of State Bureau of Overseas Buildings Operations (OBO) “Reverse” Industry Day panel as an expert on OBO design-build methodology. His work brings representational and vernacular architecture to life, resulting in place-driven, high-performance environments that reflect unique civic identities and advance US diplomatic presence abroad.
