KCCT developed a master plan for the OSCE Delegation relocation to the historic 1904 French Neoclassical style US Embassy in Vienna, Austria.   Originally designed in 1898 as a Diplomatic Academy under the reign of Francis Joseph I, the building serves as the center of the US Tri-Lateral Mission and remains an important architectural and historic landmark outside the Ringstrasse.  The cartouche on the entry facade remains to symbolize the dual Austrian/Hungarian monarchy of the period.
 
KCCT led a multidisciplinary survey team on an extensive 14 day survey of the 7790 square meter Chancery structure and its accessory buildings. The survey included meetings with local building officials, historic preservation officials, and engineers to establish local procedures and practices. The KCCT team interviewed key individuals of the Embassy staff, preparing detailed as-built documents for all disciplines, including a comprehensive furniture inventory of the entire building.
 
The OSCE Relocation Plan included a preliminary design of various floors of the Chancery addressing the full range of space planning concerns and building deficiencies responding to code, security and systems upgrade.  Relocated OSCE staff and existing building occupants were stratified within the Chancery according to their role within the Mission and their related security demands.  Structural recommendations included strengthening or replacement of floors, and strengthening of the attic/roof structure. Mechanical/electrical recommendations included replacement/modification of electrical distribution systems, modification of existing mechanical systems and addition of an automatic suppression system.
 
The architectural objective is to create a unified Chancery location serving the Tri-Lateral Mission while restoring the interior office and representational spaces of the building.  Overall recommendations include preservation of remaining ornamental features on the Ground, First, Second and Third Floors, renovation of the representational meeting rooms, addition of a building egress stair, conversion of raw storage space to office space and general office renovations throughout the building to increase space efficiency and productivity.
 
KCCT was  responsible for the overall masterplanning, design development, and phasing of the relocation, with detailed design responsibility for the new offices, egress stair, mechanical/electrical systems, roof, attic, and secure tenant facilities.
